Wiener Wohnen has developed a unique procedure which takes place before the refurbishment of a municipal block. Residents report on areas of fear e.g. "scary" laundry rooms in the cellar, high bushes, dark or uncleared areas in the surroundings of the flat, or unsecure entrance doors. Crime prevention specialists from Vienna’s police force, a district-community officer, local caretakers and a customer account manager from Wiener Wohnen (who asked the residents what their security needs are) meet each other for a walk at the site, conducting a standardised safety inspection in municipal blocks which are due to be renovated. These walks last from several hours up to a whole day.
Based on specific guidelines, the responsible inspection team looks at the security features of the residential complex (e.g. illumination, clear signposting, street signage, burglary protection). The team reports on the current situation and critical points, summing up all observations in a photo montage.
Finally, police crime prevention experts make recommendations to Wiener Wohnen, aiming to increase levels of security. These proposals are communicated and discussed at a tenants' assembly. The process “conduct safety inspection before modernisation” is an integral part of the renovation process and is embedded in Wiener Wohnen’s quality management procedures. These recommendations form the basis of the subsequent planning of the renovation works. Each single measure is assessed according to its feasibility. If the implementation of a measure is impossible, the planner has to justify this.
Since 2018, the “crime prevention inspection” has been a standard process in the preparation of the renovation of a municipal residential building. Approximately 60 to 100 municipal blocks are renovated on an annual basis, varying between very small apartment buildings to extensive housing-complexes.
