South Comprehensive Plan Polygon, Sevilla

PROJECT DESCRIPTION The South Polygon covers almost 145 acres of Seville, located, as its name suggests, south of this Andalusian city. It consists of six neighborhoods, where a residential park of over 10,000 households and a population of 50,000 inhabitants is located. The neighborhood has acute problems of social marginality, safety, employment, social affairs, housing and education, among others, which has led to the competent public authorities (Central Administration, Government of Andalusia and Seville City Council) to try to remedy this situation by putting launched new initiatives to improve the integration of its neighbors in the city under normal conditions, coexistence and enjoy the services of a neighborhood. To do this, in October 2003 created an exceptional figure -The Commissioner Polygon South, which acts as a body for planning and coordination of all public policies developed in the neighborhood, favoring a flexible communication between administrations and between them and neighborhood. This figure reflects the urgent need not only to halt the progressive deterioration and extent of impunity in the Seville area but also: a) Achieve standardization and peaceful coexistence in a place with great problems of marginalization and social exclusion. b) Respond to the historical claims and the Neighborhood Movement, which demand a special plan adapted to the area c) Foster the political commitment of the three (central, regional and local) government to respond to these challenges by promoting a new model of intervention, based on the coordination of public action and civic participation, from a integrated planning (at three levels: local, technical and political, and from the sector) This new model of public policy intervention has resulted in a comprehensive plan that has been defined by residents, technicians and politicians and was approved in December 2005. The Plan includes what neighborhood problems are and how to resolve them in the next 8 years, with an investment of 300 million euros and 133 through actions that fall into four main areas: 1. Planning and Neighborhood Living 2. Labour Integration and Promotion of Economic Initiative 3. Community Health 4. Socio and Family Intervention The creation of the Commissioner for the South Polygon and the formulation of a comprehensive plan of action are actions that respond therefore the challenge of transforming the neighborhood, in the direction of standardization and ensuring sustainability over time, and in the processes and procedures. To do this, have shaping structures and procedures for participation in the framework of the Comprehensive Plan as formulas decision / planning / assessment / management that accommodate the variety of actors and responsibilities that are required to build and carry out a plan of this scale. In these new structures sustainability policy (definition of social development model for the neighborhood and the mechanisms to make it explicit: both in terms of coordination, planning, and budget) work; technical sustainability (inter- and intraáreas coordination, intervention methodologies, communication patterns and forms of integrated and comprehensive organization, ability to work with people and from the potential of the area: decentralization and participation of all stakeholders in the planning, production and management of actions); neighborhood sustainability (building social networks to develop their own initiatives, their responsibilities and organizational models beyond the models and the needs of administrations) Such structures are: Political Level: The Commission for Monitoring and Evaluation of the Comprehensive Plan, quarterly, composed of representatives of the three administrations signing the Comprehensive Plan. Technical Level: Thematic Commissions, bimonthly. Integrated by technicians of the various administrations. There are three committees: Committee on Employment and Development; Community Health Committee; Socieducativa commission and Family Intervention. Neighborhood Level: The Neighborhood Commissions, one for each quarter (six commissions) of bimonthly. Community involvement is a key success factor Plan. Participatory mechanisms put in place to prepare the Plan are prolonged and reinforced as management tools and follow-up. Some data in figures of the neighborhood - More than two thirds of the population is totally or functionally illiterate (uneducated). - Over 80% of workers are precarious neighborhood. - Important physical barriers that isolate the neighborhood (west, the railway Sevilla-Cádiz, south, solar degraded; north wall Navisa Industrial Estate) - Invasion of public spaces with illegal constructions. (Yards and playpens attached to the underside of housing) - Irregularities and lack of control in occupancy, sale and use of housing, low and public spaces that surround them. - Lack of basic services of a neighborhood cleaning, public transport, disinfestation / disinfection, water (hydrants), absence of public offices (INEM, EMASESA, Mail, Sevillana, ...); lack of maintenance of green areas and trees, no mailboxes, public phones on the streets ... PARTNERSHIP The project is coordinated and evaluated by the Office of the Commissioner of the South polygon that represents and maintains relationships with three public administrations (the State Administration, the Government of Andalusia and the City of Sevilla) for coordination in security, culture, education, health, employment, housing, land and social policies. The Office of the Commissioner detects needs to work with stakeholders (neighbors and social, economic and cultural groups in the area) and technical project combines the interests and coordinates solutions administrations, social partners and agents, creating specific workspaces address issues of particular interest or substance ..
