The social life in all its dimensions shapes and is shaped by the characteristics of the habitat and the establishment of strong networks of social and vice versa integration. Therefore planning can not direct the evolution of the area by a stranger to the reality of groups that inhabit project. Under a Special Plan for Interior Reform and Improvement of Urban intervention is defined as appropriate: management with substitution of the building, creating new performances of open spaces and facilities, rehabilitation of existing buildings and redevelopment of dilapidated urban spaces. Always understood as priority scheduling progressive relocation of the affected population, in their own areas. From this conception, BUT is a comprehensive plan that works both on the continent physically -the structure and content on-the human substrate passenger compartment so from the perspective of sustainable development. The homes affected by the reform project "Santa Adela" are 1,473 where it intervenes in phases or stages of execution and where a total population of 4,736 people (average of 3.2 per household) is estimated.
